Who cares, as far as I'm concerned whatever player wants to commit to us and contribute for our team can be Albanian if they add quality.
We have had too many Albanian diaspora quit on us to be relying on them. If we can take players of other origins we should.
Better doing this instead of chasing diaspora kids who couldn't care less.

I care, otherwise just go full our team full of Nigerians, Chinese , Americans, or whatever mercenary wants to play for us. Looks like a Balliu case. Probably some Albanian ancestry. Depends how far you're willing to go.
Lets be honest, Albanians are an ethnicity of immigrants. There are more Albanians living abroad than in the actual country and the NT represents that too.

I am not sure if this applies to Caci, but Balliu did not speak Albanian nor did his father however his Albanian origin is evident. I have no issue with including players who have Albanian grandparents or whose Albanian heritage is clear. In Turkey for example there are many individuals of Albanian descent so we could certainly identify players who could contribute to the team if the FSHF is genuinely committed. That said I am opposed to recruiting players who have no connection whatsoever to Albania.

When even Italy recruits Argentinians with Italian great-grandparents or grandparents, I don't see the issue.

As per regulations naturalisation is no longer accepted as legitimate for a switch of federation. You have to show a clear connection to the country (at least one grandparent or relevant upbringing).
If he can join us, it will be because he has Albanian ancestry.
