I think it's agents who are behind this. They want their clients playing for Albania over Kosovo for a number of reasons.
But these players also need to stop being such mercenaries. If you play for Kosovo u21 its silly and disrespectful to switch.

More opportunities for transfers is the main one. Keep in mind that Albanian players don't take up foreign spots in Italy anymore and that's where many Albanian agents have connections with. And then there is the lesser leagues like the Russian where Kosovar players are not allowed to play in. Many people say that Daku changed to Albania so he could transfer to Russia. It's all agent work...
For fshf they just fall to their lap and they are not gonna say no. They just take the agent recommendations. Even Sylvinho is influenced by agents. If you think fshf scouts and begs these players you are mistaken. They don't even do that with diaspora elite talents from Albania.

Asani scored 2 including a wonder goal winner in the 118th min in the AFC Champions League overturning a 2-0 deficit. He is in incredible form like you said above, needed against England , but we gotta create those openings for him to get on that left foot. Terrific.
More goals than Ronaldo, Mahrez and co in that competition, joint top scorer.

two bits of news ;
1 Vata to Ireland confirmed, nothing more to say on the kid .
2 Broja back in full training, hopefully he gets some mins this weekend, at least to the point where he can give us 10/20 mins vs England, would be huge .

My Team for these qualifiers:
GK: Strakosha, Kastrati and Sherri - Nice and easy have no other options
RB: Balliu and Hysaj - Again top 2 choices, don't know if Hysaj is match fit though
CB: Djim, Kumbulla, Ismajli, Mihaj - again no explanation needed, our best 4 CBs. I'd go with Djim and Kumbulla together on form rn.
LB: Mitaj ,Bajrami - Mitaj to start ofc, he's not injured, I'd bring Bajrami over Aliji because he can play that position and better defensively vs England if needed
CM: Asllani, Berisha, Ramadani, Laci - Again no one better than those 4.
AM : Bajrami, Muci - I wanna see Muci involved more, has the best gamebreaking ability and against a team like England is needed
LW: Uzuni, Mehmeti - Mehmeti back, offers something different and Uzuni simply because he's the teams best goalscorer (not playing for Albania lmao)
RW: Asani , Hoxha - Asani on great form , Hoxha as always off the bench for us seems to do something
ST: Daku, Broja , Manaj - Daku to start, most fit and in form. Broja back in training so 10-20 mins of him off the bench is the best option and Manaj there just in case he can't play.

Leaves 2 spots for guys like Bruti, Fetai or whoever you wanna call up to have around the squad. Anyone but Seferi please, as you can see there's no need for him.

Daku could hardly play over Indrit Tuci..
If both are available, I definitely don’t see him starting over Sugar Ray Manaj!
Ray is now at his peak and he ate Broja’s lunch!
Albanians are severely underrating him..
Sugar Ray Manaj has started his last 4 matches for Albania and there is no question he is the starting striker!
Qazim Laci is in good form and should draw the start in midfield..
If both are available, I definitely don’t see him starting over Sugar Ray Manaj!

You know Albania is down bad when one striker ate another striker's lunch by scoring 0 goals, 0 assists and contributing to 0 wins.
Having said that, Manaj is infinitely better than that donkey Daku!
