Scenario 1 is the scenario we are trying to convert Bajrami under. It stipulates the player must have held Albanian nationality when he made those appearances ('Hold' in this case means that you were eligible for nationality when you made it, and haven't just been given it now for sporting reasons. If Bajrami has a GP/P born in Albania he passes through this rule).

As you can see the 'U21' rule only applies to those who did not hold the nationality when they made the appearance. If you were eligible for/held the nationality when you made those appearances there is no age limit. FIFA is questioning whether Bajrami is eligible for citizenship/has been

Umm... so that only decreases Bajrami's chances because he clearly didn't have Albanian citizenship during that time. He got it later on.

I believe 'hold' in that context means you were eligible for it at the time and could claim it, e.g if u had a Argentinian parent, and thus could claim the passport, you held it in FIFA's eyes..

But that wouldn't make sense at all. These kind of rules are supposed to be clear cut. Why would FIFA rule based on hypothetical situations?

and that would create conflict because governments decide their laws on citizenship eligibility not FIFA. What if a country doesn't allow citizenship even if you have a relative from there?? FIFA has no right to get into their business like that.

That's why "hold" in this case should mean actual having the citizenship of one country while playing for another. You would be eligible for both.. That would make sense and would be a clear cut rule. You can't rule based on potential.
