Migjeni those other groups held executive functions. OPDAT and EURALIUS wrote the drafts, and VENECIA made sure it abided by European rules. SOROS is the main sponsor. Rama and Veliaj know Soros personally. They've attended many events with him. They accused Veliaj of being Soros' butt buddy on Kapital (Vizion Plus), and he said he was proud of it. Berisha even accused Soros of having an affair with Rama's girlfriend from a few years ago 
I'm not saying society itself will massively improve (no law or overnight decision will change that), but top people will end up in prison. Spiro Ksera (PD ex-minister) was the first one to bite the bullet without laws even in place. A couple of judges have been arrested already. This isn't some conspiracy theory. As I said, this already happened in Romania and Croatia. In Serbia they arrested 80 ex-ministers in one day.
The funniest thing is PD is waiting for Trump to become president, so the American embassy will cut ties with Soros. The party whose base is Muslim voters, can't wait for a guy who wants to ban all Muslims to save them
